The 113th Congress adjourned for the final time in mid-December 2014. Here's a look at the bills that got the most action on POPVOX. The numbers represent input from verified constituents that was sent (with personal comments from constituents) to Congress through the POPVOX system.

Firearms and Gun Control Legislation

Legislation related to gun control and Second Amendment rights dominated the list of the top bills of the 113th Congress. Not surprising, since lawmakers started off the two-year term proposing policies in reaction to the December 2012 Sandy Hook Elementary shooting tragedy.

On January 16, 2013, President Obama put forward a specific plan "to protect our children and communities by reducing gun violence," which combined executive actions and calls for legislative action that would "help keep guns out of the wrong hands, ban assault and high-capacity magazines, make our schools safer, and increase access to mental health services." Thousands weighed in using POPVOX — and more than 30 of the top 50 bills are related to gun control and Second Amendment rights.

The majority of the bills on this list — and the same can be said for most of the 10,000 bills and resolutions introduced in this Congress — did not pass or even come up for a vote.   • #50 Firearm Safety and Public Health Research Act (HR 321)

    Would allow the Centers for Disease Control (CDC) and the National Institutes of Health (NIH) to conduct crucial scientific research into firearm safety, according to bill sponsor, Rep. Carolyn Maloney (D-NY).

  • #44 Jerusalem Embassy and Recognition Act (S 604) — Re-introduced as S 117 on 1/7/2015. 

    “Reaffirms the United States’ commitment to Israel by recognizing Jerusalem as its capital and relocating the US embassy from Tel Aviv to Jerusalem,” according to the bill sponsor.

  • #43 Responsible Body Armor Possession Act (HR 5344)

    According to the bill sponsor, it "allows law enforcement to respond to active shooters more effectively." The bill prohibits the sale, purchase, use, or possession of enhanced military-grade body armor by anyone who is not a member of law enforcement, active duty military, or other authorized users.

  • #42 Gun Transparency and Accountability Act (Gun TRAC Act) (HR 431)

    Would once again allow ATF to use information on guns traced to crimes; it would remove the requirement that background checks be destroyed within 24 hours; and it would eliminate the ban on federally required inventory audits of gun dealerships, according to bill sponsor, Rep. Jackie Speier (D-CA).

    Amends the Federal Food, Drug, and Cosmetic Act to prohibit the sale or transport of equines (horses and other members of the equidae family) or their parts (including flesh, meat, and viscera), or the importing or exporting of equines or their parts into or out of the United States, by any person who knows or should have known that such equines are to be slaughtered for human consumption as food.

  • #35 Unborn Child Pain Awareness Act (S 356)

    To require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child, (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt), (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child, (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic, and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child.

    According to the bill sponsor, “there are two major aspects of this bill. The first component of the disability claims process that needs immediate attention is the first level of appeal – reconsideration.  This step is redundant – once a claimant files for reconsideration, the file is then sent back to the Disability Determination Services, which is the very same agency that denied the initial claim. Second, the bill eliminates the unfair and unnecessary five-month waiting period.  A claimant cannot begin to receive benefits until the sixth month following the onset of the disabling condition.”
